EA Owns the rights to dungeon keeper, and it's characters, including the horned reaper. So he will never be in WFTO, he just can't be.
That being said, we do have a powerful (but short tempered) unit of our own, in the Vampire, who can be summoned via a ritual (The Summon Vampire ritual), requiring 3 living sacrifices.
He is essentially the same kind of risk/reward mechanic as the horned reaper, he's pretty powerful but get's angry easily if he's not kept well fed (he feeds on the blood on prisoners or KO'd units, etc) and if he gets angry.. he will attack your own minions or even your core (you really don't want that!)
We just did a balance pass on him, he used to be too weak/under powered.. now he might be a little too Overpowered.. so be careful you don't make him mad. Put it this way, if he was in the Arena with a Horned Reaper... i'd be betting my money on the vampire.
I wouldn't mind if he was a little weaker (just a little :P), but wouldn't go for blood all that often. Or maybe if he doesn't immidiately kill a prisoner when feeding.
But this also shouldn't be "exploitable" like: Letting him feed and then simply heal the prisoner.
Maybe the Vampire could feed 2-3 times on a single prisoner, but then cast some kind of "status" on that prisoner, so he can't be healed or released out of prison.
Just a thought.
But so far, I like the current Vampire :)
In terms of him feeding, it would be a lot messier mechanically if the unit he attacked was allowed to live, especially since he feeds on KO'd units too.
