Scroll wheel not working for in game camera
Anybody else having this issue? The scroll wheel on my mouse won't zoom in or out whenever I'm in a vehicle.

check and rebind the keybindings.

I've had this issue also, does not work in the menus, then when you go to rebind, it does not recognise the scroll wheel at all. I have reported it via the official feedback - feedback.giants-software.com.
