Cant get past the loading bar

as the title says i cant get past the loading bar and it just keeps filling up then dropping to like 75% and filling up then dropping over and over again just like every second with constant steam notification in the bottom right almost as if the game is constantly restarting

Honestly I just completely factory reset my computer and deleted all my files and seemed to work, sucks I had to do that to play a $50 a game I just payed for
