how do i make my saw mill make planks

I have the smallest mill it has 13998/14000 wood and i have wood sitting on the intake spot but it just says inactive production? i have it set for storage, i have tried moving the wood on the intake spot around to get it to take that last bit? do i need to dump some wood chips or something ? does it have to be full to work?
