Ingame, the official mods is create by Giants Software themself?
Why make mod not DLC?

I believe I read somewhere that the reason they do this is because they weren't licensed to add it to the game through DLC, and mods circumvent that. Or another reason could be that it keeps the downloadable files smaller and gives choice to people who want to add the items if they choose to.

They changed the XML structure too, FS22 looked for files in a different way

That's why Giants structured the mods the way they did, so more community involvement
Start by changing zip file from FS22 to FS25, then in the modDesc change <modDesc descVersion="?"> to <modDesc descVersion="96">. then it should load in game. Use Dev screen to watch for "Errors" or "Warnings". DONT! load in Giants editor first!!! it will screw up the Paths......Thats a start! :]
To get Dev screen going, find C:\Users\UserName\OneDrive\Documents\My Games\FarmingSimulator2025\game.xml Open with Notepad++ and change <development>
<controls>true</controls>
<openDevConsole onWarnings="false" onErrors="false"/>
</development>
<controls>false</controls> to <controls>true</controls>
Reload then when game starts hit "~" key to activate
Load mod you want to convert in the store with Dev screen activated and you can see errors and warnings real time, then comes the FUN part!!! fixing UM:steamhappy:

So while there could definitely be more context provided by the op, I'm going to guess the reason for their question is that DLC's are generally maintained by the company, where as mod maintenance is more hit or miss, and done purely on a voluntary basis as long as the mod author isn't burnt out. I'm just basing that on my understanding from the mod vs vanilla vs DLC crowd
