Seems you don't really want help if that's how you react to people trying to help you 🙄
Like come on... Hell even checking the files is like the First thing i even tried. I don't know why this game is suddenly glitching. And lastly For the love of god Never ever ask if the person computer cannot run it. As if that was the case i would be suffering from things like Lag or poor performance or cashing. Not the Menu Glitching.
Like dam man.

Oh just to note your "ignorance".
Shader-Cache kicks in even in the loading-screen, as these are not only for materials, but also for projection, transformation and such.
Settings, saves and more are in the documents folder which can be force-synced tp and which can prevent apps to access files.
You can also have mods added manualy to the folder. Description, index and screens are loaded at startup so you can see them in the overview and not when you click on the menu "downloadable content".
Oh, and the computer might be able to run applications even if it is not "suited" for it. The check for supported hardware is mostly rudamentary and more oriented on DX feature levels.
So you are welcome and maybe you should check your own understanding of the underlaying tech before you get rude to others who want to help you.
