How can you actually increase specail offers so im not only getting 4 offers. I want more offers,

If you mean used vehicle offers then there's a mod named vehicle sale system customizer for FS25. But it's probably not in modhub, instead it's in FS25.net. If you're okay with 3rd party mods then you can try it.
