For mod support, same. A gazillion mods (including many quite significant) haven't been ported to FS25 yet.
For diversity of crops, FS25 does have a few new ones, along with their corresponding machinery, but I'd say try the franchise first and then go for diversity later when you save as need be. If you don't like the game's mechanics, extra crops won't help you much.
FS25 is indeed better, but if you ask 10 players you'll get 10 answers about how much. This is likely a way to say that FS25 is better but whether it justifies the price tag, well, perhaps not enough for a consistent consensus.
So yeah, I moved to FS25 and yet I've barely played, as i'm waiting for pallet autoloading mods to be on the official game's mod system. Many mods are under development and some are posted on Github or other web sites, and at that point please feel free to run any risks you may feel passionate to do.... Myself, I feel better using the in-game mods only but others are quite open to download from wherever they please. FS22 has a ton of mods from the devs' site. FS25 will likely get there but it may take a while.

Base game only, no mods, it's still superior to FS25
FS22 is cheaper, but it's false economy.
Don't be trick by "Better new engine". Many Early adopter already paid the price trusting this marketing scheme. The game needs more time to bake in the oven at least a year or more while also need good mod to update and follow up.
FS22, at least it have more complete feature (more mod to fill the hole), less bugs ridden, more qol mod ready to serve. Some bug and exploit still copy and paste to FS25 and never get official fix. (such as silo bug)
FS25 right now is just a copy paste of FS22. The game feels more like being an Early Access title than a complete game with some content doesn't even have a playtest quality check from the dev team.
It is more cost and time effective to launch the game "as is" to collect log and feedback from the actual player who bought and play the game. You will get piss and frustrated experience from playing and test their game for free. I can assure you that 120%.
Better go play FS22 enjoying the game than annoying with bugs from new engine and drunk AI helper in FS25.
Get FS25 now, and you will be welcome to the party of being blindly wait for a patch with no concrete ETA date of fixing stuff you want.
FS25 for fifty USD has all the older game's best features, including logging winches, the stationary baler, and the Premium edition map (with the Platinum edition map due for free this quarter). Then it's got two new maps, weather hazards to deal with, far more capable helpers, more crop to grow, more productions to build, and more livestock to raise. 25 also looks better and actually represent baby animals.
FS25 is the better deal by far.
Sincerely i'll buy again the premium for the price/content, or if he simply wanna scratch the hitch, could buy the base 22 for a dime and maybe get some dlc later.
FS25 currently is quite fun to play but it's got a long way to go. it has couple of interesting crops like more versatile vegetable farming, rice farm and expandable pastures. AI has ofcourse developed. But every feature still need tons of fixes and patches and small machinery and better-- much much better maps. It's also a heavy graphical load on PCs and gaming laptops if you want to play in ultra settings. Even in high setting it does stutter or lag often.
On other hand FS22 is a complete game without bugs, all fixes and patches done. Tons of machines -- both in-game and modded and every kind of machines like small, medium and large. It has a large number of modded maps in modhub and some of them are so beautiful and picturesque. Some maps have got multi-fruits option with extra 3 to 5 or more crops to plant. The AI can only do up & down fieldworks but if you like to play in square/rectangular maps -- AI works like a charm. It doesn't look as realistic visually but still very beautiful. For FS25 as I've said earlier -- FS25's visual improvement comes at a cost.
Yes. FS22 was like this early on too. So was FS19. The games are very similar and improve slightly with each iteration. With patches, DLC, and mods they all develop until the newest is better than the last.
Usually, I find that it's at about the year mark that the new one overtakes the old. At least it was that way for me with 19 and 22.
If you're just trying to save money, FS22's cheaper, and if you end up not liking it, all good. If you do like it though, you'll probably wish you got the newest one.
I almost bought FS17 when it was complete and cheap, but I went with FS19 instead and it was the right call for me.
