I'm on same graphics as you but you won't be able to run the game in ultra or very high settings with this graphics setup. Neither you can completely get rid of the blurry graphics. The game is pretty heavyload on graphics so you gotta go custom just like I do.

TRY THIS-- I keep most of the settings at medium High rate, DOF off, object/ foliage/terrain LOD everything 120%, no MSAA or upscaling, only TAA on, anisotropic 8x, soft shadow, realistic beacon and cloud shadows off, tesselation 180%, shader and terrain quality high, max mirror 2, max tire track 50%, max shadow light 4

I play in this settings and the game runs smoothly. Until I can buy a better pc I'll have to manage with it. It's not fullproof but doable.

I also play ETS2 and ATS and other games too like PC2, PZ, TS4 etc. They all run fine on high settings for me. As I've said above -- this version of FS is a high load on graphics. 😮‍💨

Are you looking from too close? If so then it will look blurry with medium specs pc like ours. I have the same graphical composition as yours and I don't get much fps drop either and mine doesn't stutter at all. But I don't look too close or it does look blurry for me too. As I earlier said-- this game is graphics- heavy so it will look better on more HQ PCs which many players here have.
