I had the same issue. I turned on the console and when I set the shadow quality to very high, the console showed, that the shadow map size is not supported by the hardware.
After lots of experimenting, I found out that the setting for the number of shadow lights was the real cause, which I had also set to 10 (max). When I reduced this setting (in my case to 9), the error message did not show up any more and the setting of the shadow quality was saved.

The other guy says 9 works so I will try that.
Now it looks better in the shadow department.
