Dont have manure

I don't have manure in my manure tank for pigs and cows, the cowshed doesn't use straw, the storage is full, and the piggery uses straw, but there is no manure, what could be the reason?

you have to place a seperate manure heap for them to produce manure

Same on Xbox Series X, built the manure heap right next to the cow pasture, filled straw to max and skip a few days but the manure heap refuses to fill up. Tried turning seasons on and off, but that didn't help either.
