i have ony on the Field this problem,
here u see my problem
when u use view whit big zoom out than it is okey , only this few meters behind ,
short view whit problem , but flyview no Problem :)

has an effect on the texture loading but I can't confirm (x being the value you specify; it was suggested that 1.200000 was the default on patch 1.3 and that a value over that should work. I'm giving it a shot again. I'll try 2.5 and work my way up to 4.
Definitely submit your issue to Giants official bug report. The more reports the better chance it gets addressed instead of hoping they are aware of it and going to fix it.
Having investigated and messed with this every day since the patch was released, I still haven't found a true fix. I almost wonder if there's some sort of shadow/light setting that loads the old texture? I only guess this because the change of camera angle often results in flickering/blurring ground textures (switching between the last ground state and the new ground state, ie plowed to cultivated and back).
