I just checked. There literally is no update. The launched the game 9 days ago, and then just dipped out. No updates or posts or newsposts or anything. And it's not just 9 days, the game has the same issues and everything it had a week before that when creators had early access.
Out of curiousity, are you comparing FS22 with 1500 mods vs FS25 unmodded or are you comparing base game vs base game?
I did a testrun of FS25 within the 2hour limit and you can tell right away FS25 is FAR better than FS22 was at release in every area except the maps being really bad imo.
What you see is the "Last Change Number": App and package updates do not even have to be related to the app/package itself as Valve does periodical changes to a batch of apps/packages. Usually when such a change happens, it affects many apps at once.
For a changenumber to change on an app that hasn't been active in months, it's more likely a useless change rather than a sign of life.

The "public" depot is the one players have access to. It was last updated 10 days ago.
release1.3.0.0/testing is only available to closed beta testers.
Now, let's look at the performance... Certain menu items/graphical settings are broken or only partially functional, the game gets random stutters once in a while, the screen flickers black, textures on the environment/terrain flash all white, the game crashes sometimes, menu controls seem unresponsive sometimes, certain contracts are broken/uncompleteable. I only played a short time due to the issues, and that's all I noticed in that short period. FS22 just works. Buttery smooth, no crashes, and way less resource utilization. Those are the REAL IMPORTANT FACTORS, being the actual core game functions. Not tracks in dirt, or a stupid tornado that doesn't make wind blow the trees/brush.
So, maybe if you haven't interacted with the parts of the game that are broken, play on low settings so visual changes are more apparent, and play at lower resolution locked at only 60fps on AMD hardware (apparently less prone to flickering issue?), and have only experienced the base game of FS22, then FS25 may seem like a real inprovement. But if you're running at max or above max settings at 100+ unlocked fps, tracks and fog are pretty much the only inprovements, but come at the cost of all the other issues.
The addition of the GPS and AI changes kinda suck. They were trying to integrate mod features like course play into the base game, but it doesn't matter. It's literally WORSE than the mod from FS22, so we still need to wait for course play anyways, meaning those changes are irrelevant.
It's not how it works. Devs pickup feedback and will do a big patch, it make no sense to just fix fast those 3-4 things in the first week (which are absolutely no game breaking) and to more small patches after. It make more sense to wait 2-3 weeks and release a unique big patch that fix everything.
Better go radio silent and drop something without any announce.
Except the development team is not the patch team. Fact is they are entitled to time off, whenever they want by law. Just because you do not like it is irrelevant.
ALso fact is the game is not as bad as you are making out. This game has less issues than many others at release. MSFS2024 just had an absolutely horrendous launch, and that is the largest software developer on the planet called Microsoft.
This game runs absolutely fine for me, and only has a few minor AI issues and one of two map errors. That's SOP for a games launch.
