By the way, the CPU is an R7 5800X3D.
In most cases, the low GPU load would be a sign of a CPU limit. But in this game the fps are pinned right at 60, so no hardware limit here, but a software cap.
The fact that the in-game setting has no effect even with a 30 fps limit could mean that the in-game options simply have no effect. (Forced 60 fps or forced vsync, no matter what is set).
Does anyone here have a higher fps number than the physical display frame rate (for adaptive vsync)?
My Nvidia settings have my max frames limited to 165hz, and in the game, I have it limited to 90fps. When i do this, it starts pulling a ton of wattage and my fps spike up to like 600. Why is it going about by in game and even nvidia cap? I just wanna get it so the menu doesnt feel so janky and stuttery from being stuck at 60fps, but i cant even see 600 frames. This game has been nothing but a headache since downloading it, with all the weirdness, and jank, and flickering, and stutters.
What happens, if you set the ingame cap to 165 and the driver cap to 90 (swap the caps)? Sorry, mate. Can't leave something more substantial here.
