I saw some reports of players who bought the pass on the bandai/nintendo website and didn't have access to the game, I live in brazil and I was very excited about the amount of songs included, even more so with the price of the dlcs added and rotation of songs, it seems much more affordable... but I didn't find anything in the official media of taiko and bandai about the issue of regionality and availability of the pass
