Mason, I took a twenty dollar gamble to see if I had the same problem (with faith that I might be able to fix it and relay back a solution). I was successful with my registration here in New Zealand however it could be that that mania are continually to fix and patch and I just ran a more updated copy.
The other user here had issues because the login screen was hidden behind the game screen (usually fixed with Alt + Tab to minimize the game window - But newbies to PC wouldn't know that right off the bat) in the version I played it appears Mania has now implemented the registration in a manner where it appears on the game screen itself.
The game is working brilliant for me but I've just attempted the first race to come to find that the game is morbidly hard and appears to be one that requires a lot of practice so probably not ideal for young children.
Yeah still won't work for me. The login is within the game itself. I just keep getting that error code in return when I try to make an account.
Going offline still has nothing. Just boxes to choose and nothing inside those menu's.
I'm on Windows 7
Also I am not running any anti-virus or firewalls aside from Windows Firewall so you might want to check that too.
I haven't come across it in Windows 8 but I also remember that the Program Files folder in 7 caused issues sometimes because of the "(x86)" after it. If that's the case you will have to reinstall and use Steam's new option to choose your installation directory.
As well you can always go to Steam\SteamApps\Common enter the properties for the main executable and try setting it to run in admin and Windows XP compatible.
