What does raising points in factions do? What is the benefit of raising ranks of skills? (I have some at 30+, and really can't tell a difference)

Beat The Overlord with a party at level 10 using the Rogue steal ability to take his stuff, and make him weaker. Just wanted to share that. lol Was pretty interesting to see that stealing equipment from him would actually affect his stats, but unfortunately I don't see this being the case with some of the other bosses or elite mobs....
