the 228380 does not appear
Are you looking under the folder where Steam is installed on your computer?
\Steam\userdata\3795*****\228380\local\wreckfest
Can right click on shortcut for Steam on your desktop. will show where Steam installed.
Edit: If the \228380 folder is not getting created, then something is stopping Wreckfest from installing?
Honestly i don't know, i tried to install wf with windows defender off, and the \228380 is still not created
Hmmm. how long ago did you have Wreckfest installed the first time? like in 2019?
If so, you may have Wreckfest save files here:
C:\Users\YOUR USER NAME\Documents\My Games\wreckfest\76561198339776269
Will need to delete this folder if find Wreckfest save files there.

I don't remember when exaclty but yeah maybe 2019 or 2020.
but anyway, there is not folder called wrecrkfest in
C:\Users\YOUR USER NAME\Documents\My Games\
I just installed the game this weekend and this is where it installed: "C:\Program Files (x86)\Steam\steamapps\common\Wreckfest"
I see some file names containing the numbers "228380" but no directory name containing that number string. Those are in
"C:\Program Files (x86)\Steam\steamapps"

If it was me, I'd turn off cloud saves in steam, reboot computer. Uninstall WRECKFEST completely, delete the directory to which it was originally installed (or simply rename it entirely if you have the space to spare), reboot your machine again, then reinstall to a clean directory. Reboot again after installation completes. Should work fine. If not, you may have deeper problems. Or perhaps a corrupt file.
Hmm. It's also possible that the file in question has had attributes changed to "Read Only." You can change that by finding the file, right-click, select Properties, at the bottom of the menu that popped up make sure the checkboxes next to "Read Only" does NOT have a check. Click OK or Apply. Try it again and see what happens. Good luck!
I force my Wreckfest to make a brand new save folder, with just KB. And I packed it up into this file you can download:

Will need 7-Zip to unpack file WF-level1.7z https://www.7-zip.org/
After unpacking, go to the WF-level1 folder and you should see the \228380 folder That has the Wreckfest save files: \228380\local\wreckfest
Right click the \228380\ folder and do a copy. Now go find your \Steam\userdata\3795***** folder and paste in the \228380\ folder.
Should look like this when done: \Steam\userdata\3795*****\228380\local\wreckfest
Now go to Wreckfest in your Steam library and right click Properties. And in the General tab, disable Steam cloud option.
Now start Wreckfest. This should trigger the WF setup window:

Make sure setup is using the correct video card for your computer. The rest should be OK. Make changes if you think you need too.
See if Wreckfest will load now.
One thing about these save files, they saw I have the season pass cars. So not sure if that will cause a problem?
If this all works, then you can enable Steam Cloud again and tell it to use the save files from PC when it ask:

Open you Windows Defender. Click on Virus & Threat Protection. Go into Protection History and click on the latest one (Make sure to attempt opening the game before doing this) and then allow Wreckfest2.
Windows shows it as a Low threat and blocks it. I had this. Did this and instantly fixed it so came here to say so. Anytime a game has that issue opening up, 75% of the time its this right here as ive had it many times.
