Can't even launch the game
So I just bought this, and I can't launch.
It shows my steam avatar getting the green outline but it turns blue immediately afterwards.
I either need a fix or my money back.

This is definitely a runtime error related to D3DX .dlls and/or the .net framework. I know you reinstalled .net and directx, but that doesn't always work since you may still be missing a .dll that isn't in those packages. It is semi-common that a .dll with shared dependencies gets removed when uninstalling or updating one of the other applications that required it, leaving the other dependant apps without a .dll to access. You need to use the all-in-one runtime installer. It will check, then list, which runtime files are missing, and will install them for you. It may take more than one try, as it may find more missing files after it installs missing ones on the first run. Here are links to the wiki instructions and the download of the all-in-one runtime (AIO210) installer. The download is at mediafire, but you can google AIO210 if you don't want to use mediafire. Make sure to follow the instructions closely, and run the AIO210 more than once to ensure it finds all missing files.

If this does not work, it's likely a .net framework issue with files that didn't get replaced during an update, so let me know and we can continue with a couple more runtime fixes with some D3DX .dlls and a .net framework clean out and reinstall.

Did the AIO installer give you a list of files to checkmark for installation? Did you run it more than once to make sure no more missing files were identified? And did you restart the pc after you finished with AIO? Redundant questions I know, but I have to be sure of each step to be certain we don't chase the wrong thing down. Oh and did you try the other games that weren't launching after you ran the AIO installer?

Also Hydre, do you have 7zip installed on your pc, or another file archiver capable of opening .cab files? The d3dx9, d3dx10, and d3dx11 files that wreckfest needs are in a folder in the wreckfest installation folder, but they are inside .cab files. It is possible to extract them and copy them to the Windows/system32 and Windows/sysWOW64 folders where they should be installed. I'll give you a list of the files and the cab each is in if you want to do this. It would eliminate the possibility that you still have an incorrect or missing dll

I have ran it several times, atm it ownly shows c++, flash player and shockwave player but when I try installing those they say I already have them installed
The other games don't work either

And does winrar count?

Ok thanks. And yep, WinRar will do the job. I'll go through the d3dx cab files in wreckfest and make a list of the dlls that you'll need to extract for copyoing to the system folders. However, since those other games are still not working and AIO shows you need the C++ redistributable, I think the problem lies deeper. While I am making the list, could you go into windows update, select "view update history", and look for any updates that say failed in the status column. I think we should address that c++ issue first. By chance have you recently used any type of cleanup software on your machine?

Hyrde, you said you reinstalled directx. I should have asked you the manner in which you went about that. I assumed you got the runtime installer from Microsoft at http://www.microsoft.com/en-us/download/details.aspx?id=35
If that isn't how you installed directx, can you please do it again using that Microsoft installer link. Other folks with launch problems have had to do this even though their directx was updated by other means. After that, if it's still not fixed we need to uninstall some C++ redistributable packages in add/remove programs then run windows update to replace them. Sorry, I should have asked you about that first.

I have used that site to reinstall directx so it's not that.
There are a few failed updates but they got installed after a retry.

Damn. Thanks for checking those. I didn't want you to have to mess with the c++ reinstallations, but it really is pointing to that or the .net framework, which you already reinstalled. If you aren't ready to give up, you should go in to add/remove programs and uninstall the c++ redistributables labeled 2012, 2010, and 2008. You probably don't need to do the 2005 packages, but they are quite small and wouldn't take much more time if you want to ensure all your C++ libraries are good. Short of some oddball corruption elsewhere caused by software you installed some time after installing those other games but before installing Wreckfest, this only leaves the .net framework as the culprit if the c++ reinstalls don't work. You might consider undoing any other changes you made to the pc in between the time that those other games worked up to when you got Wreckfest. SOLVED
Runtime error caused by missing and/or wrong versions of D3DX9 files.

Through chat I had Hydre manually paste/replace all the D3DX9 .dll files in /system32 and /SysWOW64.

We 1st tried installing DX9 with the Microsoft installer and a 3rd party all in onene runtime package along with the c++ runtimes.
Both of these failed to fix the issue even though no DirectX files were reported missing. DXDiag is also useless in this situation.

You must manually replace/add the necessary D3Dx9 .dlls in the folders I mention above from a known good source. If you have this issue and cannot find a source to get the files, I have bundled them in correspondingly named zipped folders and placed them on my web server.
