I think the time should go faster the more people are ready.
If everybody readies up the countdown gets skipped.
I have yet to notice this myself, but I believe you.
I only notice it when I'm the last one to ready up. I'm one of those really annoying people who only realize that they're not ready when there's 10 seconds left.
I tend to go menu-exploring while I am waiting and then finally notice that my exploring has put me back into unready mode.

60 seconds is way too long and really annoying. make it 30 sec between races. would be enough for everyone thats not sleeping and would make online much more interesting due to much less waiting time
But a way to speed up the loading of the next map at the end of a round ( where there is an option of being ready but nobody ever uses it ) and a shorter countdown would be nice at the start.
Sometimes I press ready(A) and it doesn't work until I move the thumbstick first..its a pain after so many many times.
I think we should be at the top separate from the list, sometimes I have to scroll down to check if I am ready.
I think it's made that long, cause after the race, some people leave the(full) server and new people join.
If you read the message XY joined, they maybe still see a loading screen, cause the game needs a moment to load.
With that 60 seconds the new joined people have the chance to get inGame and press ready, to start with that round.
At least i think that could be a reason for that timer. :)
That depends on when they join though. If they join the last seconds it doesn't matter how long we in the lobby waited before that. We could have had 5 minutes between races and that still wouldn't help anyone who is joining the last seconds. It's just random and I think 30 seconds would still be enough time for people to join. Plus, in 99 cases out of 100, somone is AFK since last race. :-)
I'm running the game of a standard HDD and usually have som other stuff going on, at times theres only like 30sec left when i get done loading.
