Low fps, high end system? Check your GPUs PCI-e mode...
You might have read an article some time that it doesn't matter too much what slot you've installed your GPU or what mode (x2, x4, x8 or x16) the GPU runs.

Well this can be somewhat true in many games but modern games can be very demanding on PCI-e bus speed. Wreckfest is one of them and you should always try to run you GPU at PCI-e 2.0 or 3.0 x16. PCI-e 3.0 x8 might also be just enough because it's the same as PCI-e 2.0 x16.

PCIe 2.0 x8 IS NOT ENOUGH! You'll get big drop in performance.

I've seen couple cases in years and I bet there are many not resolved cases that are the same. Guy/girl gets full utilized GPU but fps is low even on low settings. This has been a case of running GPU in wrong slot or at wrong speed.

So how to check at what bus speed your GPU is running? Dowload GPU-Z program.
Run the game and then run the GPU-Z. Check the GPU-Z while game is running and you should be able to see this:

Check the "Bus Interface:"

In this case the user is running the GTX 1080 Ti at PCI-e 3.0 x2 !!!

I've seen so many reports in here that say "I've high end system GTX 1080 Ti but my fps is like 20 no matter how low settings. Other games run fine" and I've been suspecting it can be this same kind of issue.

Usual reason is that the GPU is installed in the wrong slot (so it's not on the top one) or there's some wrong setting in BIOS.

I had to reseat the GPU a dozen times, not kidding. It WILL go back to x16. Even if its after the 10th attempt...
Also if you do fix this problem by reseating the graphics card, you should check with GPU-Z every now and again as the problem can reappear and the card needs reseating (just giving it a good push in before booting gets mine working again). (maybe due to card sag?)

Yeah I guess I'll just try again, so when you boot up the computer is it suppose to run at x16 since the bus interface downclocks itself at idle? Or I would have to put it on load in order to tell that it's running at x16 either through a benchmark/playing a game while gpu-z is open?
Put it under load to see how it's running. So have your GPU-Z running when you're playing Wreckfest.
You also need to run the render test to make sure power management is not lowering the PCIE link speed that would make it seem like link speed is a problem.

I played several races with gpu-z running on my other monitor and it always stayed at x2 3.0.

I ran the render test and nothing changed, from what I understand it's just suppose to change right then and there correct after you run the render test? but mine just stays at x2 3.0. How would I be able to change the link speed?

Click on "Change Advanced Power Settings" Expand "PCI Express" > "Link State Power Management" and change that setting to "Off". Restart windows, try GPU-Z again and run render test or try re-running the game.

Ok changed the plan to off, rebooted, ran render test and played the game, still the same result.
So I just moved my gpu from my PCIe x16 slot to my x8 slot and in GPU-Z it's running at x8 which is what that PCIe slot is suppose to run at. Wreckfest runs great was almost getting 200 frames, so I wonder if my x16 slot is just faulty since it only runs at x2 on the x16 slot. But if my card is only running at x8, it still wouldn't be performing the same as it would on x16 would it?

Likely not much diffefence between 3.0 x8 and x16 since 2.0 x16 runs OK too.
Yeah like every other game ran just fine at x2 3.0 except wreckfest, so I guess I'll just keep my card in the x8 slot?
Yep keep it there. Of course having bad first slot isn't nice to have. Maybe good to contact motherboard manufacture.

It's very interesting that there are so many faulty motherboards. Need someone pretty powerful people to see this topic and some more investigations. There can be huge amount of people with this issue but they don't see it since not many games are that bandwidth depended.
