You are probably running the game on the Intel one, there should be some setting in the Nvidia control panel, where you can specify which GPU to use.
And GTX 1660 should run this game fine at everything maxed out.
game runs smooth as silk at 1080 144hz

Thanks! this indeed helped a lot! I came to the conclusion that my game is running on my intergraded graphics card instead of the gtx. I could see this buy opening the menu (-setup in the launchoptions). but it doens't let me change it to the gtx. how can I make the game notice my gtx?
The solution is in that topic too. You have to mess around with NVIDIA Control Panel. I dont have a laptop with a dedicated card, so I cant really tell you the exact steps.
From the linked topic :
"Most likely you need to create a profile for the game in the display adapter settings and make sure the profile is set to use the primary display adapter. If you're using NVIDIA Optimus, create a new profile in the NVIDIA Control Panel under 3D Settings/Manage 3D Settings for the game, and make sure that 'High-Performance NVIDIA processor' is selected as the preferred graphics processor in Program Settings. For AMD users, the process is pretty much the same. Furthermore, if your laptop has an on-board switch for selecting between Stamina and Speed modes, make sure that Speed is selected; the primary display adapter is available only in the Speed mode."
