Drive the car you like the most talking about asthetics and handling, and once you like that car, depends on your tastes. I love to put armor visuals on my cars so i ALWAYS do that it doesnt matter if im driving a hammerhead or a raiden. Depending on the car i put more armor or less. For cars like the raiden i usually only add some armor in the sides, up to 4.0 or 4.5 something like that because those cars are designed to be aerodynamic and they are not very heavy.
For cars like the hammerhead, i usually go up to the very top of armor, trying to reach 7-8.
Once i have that number then i start adding performance upgrades. I dont care if the car can only reach 7 speed instead 8 or 9 lol. It doesnt matter in this game. The only thing that matters is the asthetics and handling.
Without armor the car will handle much better and also accelerate better.
I would armor up cars that are already heavy, as their handling will be less affected by additional weight. Small, light cars will handle very badly with a lot of armor, and still not be very durable. If you chose a light car, use its agility to evade other cars and drive fast to get away from them.
For a dirty server: max everything(use heavy cars)
why roll cage? i thought it doesnt give anything except hp, compared to protection from crash that bumpers and side armor give
