But none of those are 'Special' class vehicles.
The one and only Special Vehicle that can be upgraded, is the Limo.
EDIT: I forgot that the DragSlayer can also have it's engine upgraded, but nothing else.
You can't Upgrade the Lawnmower, Supervan, School Bus,Harvester, Double-Decker, Bumper Car, Sofa Car, Motorhome, Big Rig, Honey Pot, KillerPig, DragSlayer, Bugzilla, Pocket Rocket, WarDigger or Doom Rig. So it makes sense that he Super Venom can't be upgraded either.

The Limo is only used by AI if you select 'Limo' or 'Special Mix' so while classed as 'Large' in the Garage, the game treats it as a 'Special' class vehicle, same with the Super Venom.
The video posted speaks volumes...
Would it even be able to compete in lobbies where some peoples' cars are pushed to 330+?
