I have never seen a real difference in top speed , just some other things like corner attack and ability to drift changes with stability and traction control.
ABS reduces brake if the wheels lock while braking, making braking more powerful. I use half, which allows brake lock in low speed cornering situations but activates at high speed braking.
This is my speculation confirmed by one other player about stability control: Stability control reduces throttle when powersliding, the bigger angle, the more reduction. When it's off, you get always maximum power, which can easily lead to oversteering and spinning out. I think that turning stability control off gives the benefit that it teaches you to manuever in such ways that you can take advantage of all the power, while putting it full on makes you rely on it, leading to bad practices and reduced power. Use full if you can't drive without it, but try to learn to use half if you want to become faster.
