If not,there are more possible fixes to find with a google search for that "corrupt disk" problem.

I tried loads of links I found, and Google searched. I was trying for hours. Reboot, reinstalling steam, using different hard drive, no virus protection, checked hard drive, checked for viruses, integrity of files, cleared cache, etc.
It was a relief to find my other games and my PC are all working fine. It seems to be just this one game that doesn't work. I think I might just get a refund to save all the messing around. Wreckfest looks good, but not a AAA game that deserves the amount of attention needed to get it working

"Change Download Region
The Steam content system is divided into geographical regions. The Steam client automatically detects its current region and uses content servers located in that region for best performance. Sometimes, servers in a specific region may be slow, overloaded or have a hardware failure causing download issues. It is advisable to temporarily switch to adifferent download region to use another set of content servers.
Steam -> Settings -> Downloads -> Download Region. You may need to test several regions other than your own."

Game is actually damn awesome imo. Only other game i spent so much time with is battlefield 3.
Then when i retried to download Wreckfest, Steam created a new 228380 folder which seems to be working fine.
I'm currently trying to Force delete the corrupted files left behind. Not even CMD prompt as Admin seems to work :(
But at least I've isolated it
Make shortcut to \228380 folder to make it easier to get too when reboot computer.
I'll try and force delete before opening steam.

The problem might of occurred when I started the Wreckfest download on Steam, then started playing Battlefield V on Origin at same time.
Wreckfest download files became corrupted, cancelling download, and also making corrupted files unchangeable. Corrupting future attempts at downloading Wreckfest.
Now I've renamed Wreckfest download folder, all is well again.
Just left with an isolated, unused folder with 80mb of corrupted files in it. I can live with that lol
I’m guessing that’s a typo.
I find hard drives run way better if I don’t use that last 30% of slower hard drive space that they tend to have.
I bought an additional hard drive when my other one started getting slow as space got low
