But 60 FPS come down to hardware, is it beefy enough.

The CPU in a PS4 is an 8-core Jaguar x86 chip. That has no direct equal in desktops, but is basically 4 netbook or tablet processors in one CPU. It's probably about equal to the fx 4300, give it take a bit. It shared 8 GB of RAM with a GPU that has about the same processing power as the HD 7850 or R7 270.
Because games are optimized for this hardware, it will slightly out-perform these equivalent PC parts, but only slightly
If this guy is close to what a equal PC hardware would be. Doubt a PS4 could handle a constant 60 FPS, even with the better optimize consoles can get.
PS4 Pro might stand a chance at 60 FPS.

My gaming computer I built last April, i7 8700, 16GB ram, 1060 6GB vram, with all graphic setting max, MSAA at 4x, resolution at 1920x1080, I get 70 FPS on Gravel ( MIDWEST MOTOCENTER ) with 24 cars, I get up to 150 FPS on other tracks.
Will consoles have to sacrifice graphic settings to get any chance of doing 60 FPS?
On a console.
60 FPS.
@1080p.
With 24 vehicles.
Don't hold your breath.
Or.
Hopefully.
Optimised.
For all.
I know Sony have stated that developers must ensure that games are compatible on all systems. so PS4pro or not doesnt matter you will only get what a standard PS4 can do and my guess is 30fps at 1080p
I am glad you talk about this title here is what really show how they do and dont get performance on a game,
read the page below it makes it clear what you must do to get that 60fps as far as the game goes,
https://www.eurogamer.net/articles/digitalfoundry-2015-hands-on-with-rainbow-six-siege
So they made an AI that works well and it dropped the framerate to 30fps which is what I was talking about as background processes, things in the game you cant see but still take huge amounts of CPU.
so if all it does is render what you can see and keep a position on your enemies it can get 60fps, if it has loads of AI controlled items its back to the lower framerate.
now we all know the AI controlled cars get wrecked even when we cant see them, so I guess it will be the same for Wreckfest as it is for rainbow six siege, if you are in a online game with all human opponents it might get a reasonable framerate but offline with AI cars it will be 30fps.
My laptop has the 1650 and can run the game at 60 on full settings
