Unnecessary? On the PC side, if want to do the in-game player host option or start a stand alone dedicated server option, you need to forward 3 ports or your server or player host will not be seen in the ingame server list.

How would console players avoid having to do this if they want to host their own server and be seen on the PC player's server list so PC player can join a console server?
Why do console players need to host?
You can't setup your own host like we can on the PC side and have your friends join and get to control what track or derby get race next or make it an all Harvester race.

I don't understand your point. Someone proposed adding cross play and someone else intelligently suggested that the PC dedicated hosting software could be updated to add a "cross play" mode of operation which limited the settings such that both PC and console players could join. I don't understand why are you talking about adding a server hosting feature to consoles.
I'm confused because you're presenting it likes it's a problem related to adding cross play support. I see no issue. If cross play support is added and the PC server hosting software is updated, then console players will have exactly what they had before plus two additiional things:
1. More servers available as there will now be third party hosted servers.
2. More players to play against as they will now be able to play against PC gamers.
So if cross platform going work, things would need to be change\ updated on the console side so they can host their own 16 player servers. Or Bugbear have to add the Peer to Peer code to the PC side, so PC players can join the console game server.
