What can I do about this. The game starts for the first time, but the profile just does nothing after minutes of hard disk activity. I just keep saying it's busy installing but nothing happens ...

Someone any idea?

Try manually installing it from the game redistribution folder. The file is: dotNetFx40_Client_x86_x64.exe and is in the following location (default location):
C:\Program Files\Steam\steamapps\common\Remember Me\_CommonRedist\DotNet\4.0 Client Profile\

Tried your suggestion by executing : Microsoft .NET Framework 4.0 Client Profile.cmd
with administrator rights, but the same happens.

... I did somehing as mentioned in the Steam help: Disable some programs before I start the game. So I just started with Malwarebytes, and the game starts..... I guess it's malwarebytes who was preventing the microsoft dotnet client from installing....

nice! My next suggestion was to download the 4.0 client profile standalone installer directly from Microsoft, but glad it was just a false positive blocking issue.
