If this helps anyone, after a long day of trying to make the game work, nothing was helping. Just as i was about to give up i tried one last thing, which I tried already with no success.
I used the "aio runtimes" and it installed all the versions for the C++ redistributable. But this time I deleted all the versions from my computer prior to running the app. To my utmost surprise this time it launced.
