Stuck at 15fps

Can't get the game to run at anything above 15fps. The game will start at 60, then the intro cutscenes play and it drops to 30, then the menu loads and it's stuck at 15fps from that point forward.

Things I've tried:
Reinstalling the game
Installing DXVK
Installing DGVoodoo
Forcing Vsync off in drivers
Disabling framerate smoothing in ini files
Resetting video setting to defaults
Deleting config ini files
Disabling overlays (steam, nvidia)
Forcing 120, 60 and 165 refresh rates, disabling forced refresh rates
Running game windowed vs fullscreen

Nothing works, stuck at 15fps from the main menu onwards

Specs:
R7 5700x (no overclocks)
RTX 4070 ti (no overclocks)
64GB 3200 DDR4 (xmp)
Windows 11 pro (fully up to date)
165htz Freesync monitor

I did hear that NVIDIA drivers are currently messing upop games, at least warzone(?), so it might just be that issue. Hopefully is fixed within the next (hope soon to come) update. But when thatll come out, who knows.

I don't know if you're still experiencing this, but if you use DS4Windows or a similar program try disabling it and using SteamInput instead or doing kb/mouse. Worked for me just now but might have been a problem particular to me.
