Your recording is fine. It is a problem with video player. If you change your monitor's refresh reate to 60 Hz, the recording will play smoothly.

My monitor's refresh settings is 60 Hz,I only used 75hz when the game doesn't had framerate option or the game force me to use 75hz

I had new recording ,4 footage, you can see the 08-18-47.mp4 had a little bit different
08-16-57 (1920x1080 59.94hz ,vsync on,60fps)
08-17-52 (1920x1080 59.94hz ,vsync off,>150fps)
08-18-47 (1920x1080 74.97hz ,vsync on,60fps)
08-19-27 (1920x1080 74.97hz ,vsync off,>150fps)

Hello,

I am a customer like you and are not affiliated with Mirillis. This issue has nothing to do with the application or the game. The reasoning for this issue of yours is because if you record on 75 Hz/FPS while the software recorder only records 60 FPS, Your recording footage is missing 15 frames (75-60 = 15) this is why the video doesn't appear smooth.

It may not makes sense since you can take 60 Frames in 75 but in reality, the phases of each frame consist of more images. Simply cutting out 15 frames out of them cuts out a missing portion of the video that makes it look like an FPS drop/stutter.

In video recording, you can actually record a 30 FPS game then speed it up x2 then you'll get 60 FPS.

A recorded 30 FPS and sped up to x2 to make it 60 FPS isn't the same because frames were duplicated compared to recording a game in an actual 60 FPS. In your case, 75 frames and 15 of them were cut out to get it 60 during recording. The game needs to be rendered at 60 FPS exactly and not 75 for it to match the recording software. No cut out frames and the playback will be smooth just how you wanted it to be.

I have a 75 Hz Gaming Monitor like you do and also switches my refresh rate depending on my preference.

The rule of thumb is, always record and match your screen's refresh rate with your recording software application or else the playback will be out of sync.

Action! doesn't let you record 75 FPS at all so we're stuck with 60 FPS. The only solution is what Mirillis said:

This software application doesn't support 75 FPS recording.

This is why you actually change your refresh rate from the Windows Settings instead of the game. There are third party applications that let's you change refresh rates depending on the game although I've never actually tried any of them.
