Report a translation problem
This is the same for me since that update and tried to update to the newest version now and still not working.
Right click on the desktop link to Action! and select properties.
Select the Compatibility tab.
Under Compatibility mode, uncheck the box that says Run this program in compatibility mod for:
Thats it, fixed the issue for me, let me know if this helps.
We are trying to understand why this option (compatibility mode) got enabled for some users. Did you select it by yourself or maybe was it automatically selected after upgrading from Windows 7 to Windows 10.

We have finally localized the problem. It is caused by installing Action! in a folder that doesn't have the rights to create files into another folder with different rights. For example, when you copy the Action! directory with all the installation files to your desktop (desktop/Action!) for some reasons it won't be able to create video files in your c:/Action!/videos. This happens because those two directories have different access rights. So, please change your current Action! installation directory folder to some other location and it should fix the problem.
Find Action! location.
Right click on Action! folder and select "Properties".
In Properties window switch to "Security" tab.
Click "Edit" button, then click "Add" button and click "Advanced" button.
Click "Find Now" button. Now in search results find and select "Users".
Now click OK -> OK -> Apply -> Apply.
