ROFLMFAO Svt is actually the best SA rifle. It does have the highest RPM so stop making up stuff and lying to the noobs. All SA rifles are very balanced. The SVT has a 10 round mag, the highest RPM, 3.5 x scope (it is not really worse than the GE since less magnification equals less sensitivity reduction and the recoil is easier to control), SVT also has very good spread, very solid when comparing it to other factions´ SA rifles spread. All the SA rifles do the same effective damage (scout and sniper ammo is going to 2 shot kill HSG at medium range for example) when using the same mods.
You dont have enough with the PPD and PPSH 41 buffs making them the meta weapons but now you make up stuff, say the best SA rifle is the worst changing the stats to your preferences and asking it to get a buff https://youtu.be/hmWP99NPN9g
The Garand has a conefire value of 0.11 degrees, the Gewehr has a conefire value of 0.13 degrees and the SVT has a conefire value of 0.145 degrees, which makes the SVT less accurate at a distance. In comparison, all three bolt-action rifles have a conefire value of 0.04, which is the lowest of any firearm in the game.
The SVT actually has less base recoil to the right(/left), but higher variation, which is why it is harder to control than the Gewehr and Garand. The Gewehr and Garand have less of this variation, which is why they seem more stable.
The SVT is also marginally more stable when standing still, but the difference is low enough that it only matters when using a scope.
Recoiltime is the RoF variable used by weapons in H&G. SVT has 0.24, Garand has 0.25 and Gewehr has 0.272727.
Jokes on you, PPD-40 and PPSh-41 in real life is a nightmare and really good SMG but in the game they aren't, so the buff of PPD-40 and PPSh-41 is of course needed. Even they buffed the "Meta-weapons" so called PPD-40 and PPSh-41 not even exceed the good performance of MP40 and MP40 respectively....... if the PPSh-41 performance is better than MP40 then it is right because tye real life PPSh-41 has much better performance compared to MP40.
SVT Tokarev as said have worse damage in ranges. Althought for me still think all 3 Semi-auto is equal. The real stats show that Gewehr 43 is the most effective semi-auto at middle range compared to other factions semi-auto due to nice scope and great stability in terms of recoil and sway with DMR builds.
The Garand is best at CQC due to its 2.2x scope and really fast which make it good for CQC
The Soviet Tokarev is literally "between them" having better scope compared to US M1 Garand and more RPM compared to Gewehr 43 and slightly more to Garand. Regardless what they are, they can be called "Asymmetrical equal" according to each roles.
The only different is that Gewehr 43 is much stable compared to others
I am very ok with SA scopes and i dont see any problems with it, and sensivity reduction does not mater, it's something that i never noticed till now, even with 5000 hours of playing the game.

This is a starter weapon, it's a rifle not an SMG, MG and will not be a weapon of mass destruction if it get's a tighter spread, it will be just like other SA rifles.
The PPD was the worst automatic weapon in the game, and it really needed a buff.
Also for note, weapons that very unlikely to get nerf or buff, you can related the stats from here. Althought i don't really think is a good idea to look to the stats of weapons that buffed/nerfed recently due to i heard from somebody that the author of that link quit from HnG due to dissapointment over developer recently. Hope that it is just a rumour.
