If you have, then turn UAC off, because its just ♥♥♥♥.
If you still can't install, then go to the steamapps/common folder and take ownership of it including all subfolders. Also make sure that you got all security rights.

Try that.
I've tried running all the .exe's as admin.
I already seemed to have ownership. So couldnt change anything.

try eraseing it , than starting,
if it doesnt work, verfy game, and than try
and if that doesnt work, serch online to downlode that file, and if you cant find it i can send it to you
Just to make sure, Are you absolutely positive that you've run the correct .exe as Admin? Which .exe have you attempted, specifically? Did you do this before or after verifying file integrity via Steam?
Other than that, do you have any overbearing Firewall or Antivirus settings enabled?
Incidentally, according to your profile, I've noticed that we are from the same country & I suspect this has to do with our internet. So, I connected to my phone's wifi instead and I managed to get it work on my laptop. After downloading the required files, it still works after I switching my internet to my home's wifi.
Update: I've also tried connecting to my phone's wifi on my PC to download the needed files, it works as well. I am now able to get in the game even after switching back to the home's wifi.
is that mean we have no way to fix this damn problem NOW?
