The main differences I see between those guns are price and sound. If you don't mind the extra cost and extra repair cost of using a captured gun rather than the gun belonging to your faction, you can go less noticed behind SU lines as US soldier by using a SVT-40 or go less noticed behind US lines as SU soldier with M1 Garand.
Personally I'm cheap and use the equipment belonging to my faction.

after looking over my stats, i have 23% accuracy with SVT and 26% with the M1G. (I have some terrible accuracy LOL, but still I seem to do better with the M1G)
It all depends on playstyle though. I play more CQC with the SA rifles than range...
I think I prefer the m1 garand. After that, the SVT. The g43 feels a little too slow.
Therefore it has just sat there as a weapon to get past as quickly as possible. While the M1 and the SVT actually have uses in the game.
You can still get them on the recon though, right?
Some minor, but occasionally meaningful differences between M1G and SVT are conefire and randomised recoil. M1G has lower conefire (0.11 versus SVT 0.145) and lower randomised recoil (which impacts both horizontal and vertical recoil).
Unfortunately, I can't give up-to-date exact stats for the recoil differences, my current data pool isn't as comprehensive as it once was.
