Meanwhile, the Panther is more expensive in-game for the sole reason of balance - it is the best Medium Tank and has better Penetration than the Tiger 1 with better frontal armour and mobility

But yes the Tiger 1 is the worst heavy and the Panther is the best medium. so the costs are just there for balance
That still doesn't change the fact the panther is one of the only vehicles in the game that actually has armor that functions. Just because the enemy tank knows where to aim doesn't mean it no longer has a distinct advantage, if you don't care about the armor and don't mind being a little slower, just go back to a Panzer IV, it can kill the enemies top teir mediums in a more equal fight and is cheaper.
Speaking from my own experiences I would say it is the best Medium. You may disagree and say you think it's the Panzer III, but the popular opinion is that the Panther is best, and stats-wise, it is in almost every way except damage per shell.
In case you are still looking for an answer, here is my take. I think the cost of items is almost entirely decided by how prevalent the devs want a weapon or vehicle to be in the game.
Item should preferably be seen rarely on the battlefield = high price
Many people should use this item = low price
Since the Panther is argueably one of the best tanks in the medium tier class the price is relatively high to make sure not everyone is driving around in panthers all the time. Tiger I however is rather inferior to the other heavy tanks and thus cheap in comparison.
