The reason for the minor updates are two main things:
1. As you mentioned, the mission critical stuff - This mainly refers to lots of backend changes and developer tool updates. These things have been somewhat neglected for a long time and are required to continue proper development of the game. It's not so great for the players now but if it isn't done there might not be a game to play in the future.
2. The vehicle overhaul - This is the main "project" (other than mission critical things) which is currently being worked on by Reto. It basically involves a complete rework of how all vehicles work including improved physics, modular damage for tanks, and terrain affecting vehicle performance. There's too much to talk about all of it here but if you're interested I have a thread explaining just about everything.

Capping and defending, or sniping at distance?
You earn your salary per battle, then also earn extra credits based on your score, you will score the most in cap points normally, as you get points for the cap as well as extra points for kills inside and around cap point when shooting out.
Snipers tho will earn no extra points, only for their kills, and dont forget the heavy repair costs of a fully modded 0HK rifle, it costs for every shot fired hit or miss.
And ofc everything that goes boom costs you more than it costs the guy dying (especially AP mines).

I remember the day when people used them alot.
It actually encourages players to do things that are potentially important (capping/ defending/ not bushwookieing).
The income for encounter rounds always was rather low, since you often don't get many caps and some teams simply not fighting atall. This leaves you either capping once and getting a few kills or never capping and getting the occasional kill in your way to the point.
Skirmish and assault are better options if you want to make credits.
Another important aspect of you income are your repair costs. So don't spam grenades, choose and mod your weapons intelligently and you should be fine.
