The only thing that would "lock" your FPS in this game is VSync. VSync caps your max FPS depending on what monitor you have. E.g. 60 Hz monitor = 60 FPS in game.
If you want more FPS you have to disable "VSync" in the Video Settings while you are in a match (You can press F7 to show your current FPS at the top of your screen).
Be warned though! Some people experienced overheating problems when they disabled VSync.
huh, I had no idea V-Sync locked the fps. Not that I'd need anything over 60 anyways... I'll have to try this later.
VSync can actually be really useful if you have high-end hardware and are playing a low-end, badly optimized games with no FPS lock mechanic (like this one *cough* *cough*).
Without VSync my PC would go absolutely insane while running this game and I see no difference between 60 FPS or 200 FPS anyway on my monitor so ye I am using VSync (at least for this game) too :P
Well If you really have VSync OFF and you still only get 30 FPS then I don't know the cause for that sorry. Although the fact that it locks at exactly 30 FPS (some monitors have 30 Hz display options) seems a little odd to me.
Maybe try switching the display modes on your monitor? Just press the buttons :P
Another thing you could do is try to go into your NVIDIA settings and see if anything is in there that would lock your FPS to 30.
Other than that I have no idea what could cause this problem for you. Maybe someone else can help you.
Just had no idea v-sync locked it to 60... but yea I do have it on, will try later without it on and see if there is any difference.
Also playing on more than 60fps can cause a "screen tearing" effect
