Steps to get xml mod files to work please
modded xml files in provided mod folder do not work. modding xml files in base game directory do not work. Even ran the data builder utility for the game after editing the base game xml files. The game loaded and ran after rebuilding it, much faster though, but the modded info still was not in the game. How do you mod xml files for this game? Is it still possible or did Stardock decide to no longer support changing xml files?

Open xml files with Notepad and use notepad to edit. Do not even try to directly edit an xml file because it will not work. This is the way it's always been done. Saved files will still be in xml format Copy edited files to the proper mods folder.

Don't forget to turn on the "Enable Mods" option in the gameplay options menu.
I had forgotten to do this myself and was scratching my head for hours before I figured it out.

I tried to mod the GalCiv3GlobalDefs.xml file to give more race traits for custom build and saved it into my MyGames/GalCiv3/Mods folder but nothing shows up in games and I have selected to enable mods. What exactly am I doing wrong that it isn't working?

Do not mod the original files make copies and edit those and add them to your mods folder.

MyGames/GalCiv3/Mods isn't enough. You need to create a folder in Mods that has a name you can remember. Then you need to create a folder in it named Game. The copy of the GalCiv3GlobalDefs.xml file goes in the game folder.

You also need to use the correct GalCiv3GlobalDefs.xml file. There is one for the base game, another for the Intrigue expansion and another for the Retribution expansion. The folders for the expansions are in the DLC folder of the base game.
