Report a translation problem
The computer is upset that you have the ultimate god power and can delete your game. Being AI it does not understand that if it attacks you with the god artifact you will use your ultimate power of mutual destruction and that you have the power to restart time and have a "do over". Eventually frustrated with your hubris, it will gain control of your galactic credits and and spend it all on risque pleasure planets and post your deviancy on a social network.
Then you will lose all diplomacy with your allies and your enemies will just laugh at you. The minor races will look at you in disgust and even the Snathi will spit on your diplomats.
Then the AI controlled race (my bet is the Yor Singularity) will finally unveil their plan to mount a PR campaign to spread information on what a disease your race really is and how it is causing galactic warming by building all those spaceships and colonizing planets left and right.
Finally, once the rest of the galaxy has joined or rather been destroyed by them they will come for you. Or they would if they could. The AI has a sad future. They need a safe space. Without humans.
You can't disable specific events in game, you can only disable them as a whole. There are a number of ways outside the game you can get rid of it. You can uncheck the DLC and that will remove it and the other DLC mega events (Dreads, Peacekeeprs, etc). If you want to keep the rest of the DLC events you can go into the XML and change the prereq to a high very high number, which should result in it never happening.
That said it is pretty rare, and you can disable Mega Events from the galaxy settings screen if you do not want them to happen.
Often the race that gets the Artifact will be killed off by other AI, I think in this case they must have just gotten lucky, to be so powerful.
If in fact the event appeared 50 turns in that would be a bug, and if you have a save you can send it it would be helpful.

Make a copy of TheArtifact_MegaEventDefs.xml and place it in ...Documents\My Games\GalCiv3\Mods\Example Mod\Game
(Or is could be WishuponaRelic_MegaEventDefs.xml, this seems the OP one to me tbh)
Open it in a text editor like notepad, change the line :- <Weight>50</Weight> lower number means less chance of it appearing. You can also change the line:- <Turns>120</Turns> to make it appear later.
