post exact message your getting
and try this
verify game cache
try running game as administrator
just give it some time
check your firewall/router logs
check game logs, pb logs, windows application/system event logs
do tracert to server(s)

also get/run pbsvc.exe
then get and run pbsetup.exe add the game and set game path to
C:\Program Files (x86)\Steam\steamapps\common\The War Z\pb
do update
if nothing works then create ticket with hammerpoint support
