well it aint going to get them many new players if that is the idea, they'll just end up with even more hackers.
they ought to fix the hacking, if thats the case, not just jack up the price of the game.

Effectively its now morphed into a Free-2-Play game: pay $25 for $25 of GC. No option to buy the game by itself without GC.

Actually we don't know that, since:
1. Right now it only says it's unavailable. Why didn't they remove it all the way through from the options?
2. You can still buy it at that price from Steam.
3. There has been no announcements regarding to that. I.E. they haven't said if they did it for the hackers.

There's actually a lot of speculation going on that they just wanted to get more money but who knows. I think it's not such a good idea since it can be a turn off for the new buyers who were looking to buy it.

I'd agree that it'll be a big turn off for new players wanting to try it.
maybe they trust the steam system to not resell games to banned players (I don't know if that only works for VAC games though)
