I'm not sure if anyone's interested anymore (especially because this is already marked as solved), but since this is the top post I could find on the googles, I'll post my fix here.
Like everyone else, I was having the problem of my launcher not starting after multiple PhysX, DirectX, and even Unreal Engine 3 to no avail.
After reading online and connecting the pieces, I found that Nvidia PhysX isn't very compatible with AMD cards (what I have).
To fix I went into the game's DefaultEngine.ini file, located here for me (C:\Program Files (x86)\Steam\SteamApps\common\Alien Breed Impact\AlienBreedEp1Game\Config), right clicked, and opened up with notepad++ (a free software I use for coding). There I found a line "bDisablePhysXHardwareSupport=False" and changed it to "bDisablePhysXHardwareSupport=True". I saved the file, tried starting the game from the steam launcher and got a loading screen. :). I tried reverting it back to "False" after it ran to make sure that was the fix, but the game still worked and I'm not 100% confident that I can explain why. Hopefully this helps everyone to play this game though :)
