Then the issue is probably from your friend's or your ISP. Many low cost tier plans choke you internet speeds.
The host also needs to check their Network Adapter Priority and make sure the hamachi adapter is at the top.
In-game clients connect with the console command 'connect 25.x.x.x', although adding your friends IP to Favorites might work too.
Hamachi tries to establish a VPN - but with a class A type IP (5.xxx.xxx.xxx) wich isn't allowed by GoldSrc-engine in LAN-mode - wich only allows class C type (192.168.0.0/24) wich Hamachi doesn't provide
so to get it working sv_lan needs to be set to 0 on the host (by un-check the mark at lan-game) so it allows the whole ipv4 range
1) they're to stupid
2) they don't have admin-control over the physical net

i could extend this list with
3) software doesn't support not-class-c-type net (like HL when sv_lan 1)
4) old ipx software (like c&c)
but that's kinda cheat-ish reasons and in some cases just needed to provide access of old software to modern net-infrastructure
