2nd Problem: How do I increase FPS?
in some areas FPS decrease, how do I increase FPS?

Its possible the particle engine is causing you lag
In the console (Whilst ingame on a US keyboard press ~, on a UK keyboard press `) try
cl_particles_max 10
See if this helps.
If not the only way to increase fps is to lower your games resolution.
The issue is likely caused by how old the goldsource engine is, it doesnt use the most efficent method of rendering which causes slowdown.

I know a few players who play on my server have some FPS drops in certain places. The ones who have Nvidia cards seem to have success with my recommendation to solve some FPS issues.

If you happen to have an Nvidia GPU, open your Nvidia Control Panel (NOT GeFORCE EXPIERIENCE) and check to make sure your power setting is NOT on adaptive.

just don't - if you have around 60-100 fps it's fine - anything else is just to fast for this engine

Try 'r_dynamic 0' in the developer console if your computer sucks and you don't care about fancy lighting.
