Server keeps starting in LAN "couldn't allocate dedicated server ip port 27015"

I've made sure my port is open to 27015, but launching a dedicated server still only starts up as LAN, so no one can join.

I've gone through and tried installing it using steamcmd, and started it up in a console environment, but still the same issue.

I've also included '+ip xx.xx.xxx.xxx:20715' in my launch command, and it give me an error of 'couldn't allocate dedicated server ip port 27015'. Here's a screenshot of the error http://i.imgur.com/AvXZXJc.png

I went through my firewall and made sure nothing was blocked, and it checked out ok.

I don't know what else to do.

I suggest not using 27015 for your dedicated server as that would block you from creating a listen server ("New game" in the client) on the same machine. The error says port 27015 is already in-use by another application. Switch port for your server or restart the machine if you cannot find another running Goldsource or Source engine game.
