Community Patch is mostly debugging. Closing memory leaks and freezes to mention the worst. But some quests are also bugged and unfinishable. There are also textlines, items and other things which wouldn't work correctly. Therefor I highly recommend at least the CM which comes with its own installer and is easy to install and uninstall. (normally I don't trust random private software, but I was in the forum when it was discussed ^^')
Redused Fog does exactly that.... you just see more.
S2EE might alter the game too much, but it is created with much input from the whole community. For example the Shadow Warrior has an skill which turns him invisible (until he attacks), which can be extended to a permanent invisibility. Which is ultimatly boring because why playing a char which is never be seen by enemies? So this skill was replaced with an aura which reduces enemy armor in meele (and does a small amount of ice damage).
Alteration of the game? Yes. Gamebreaking change? Not really.
