Mouse not moving camera

When I launch the game, it seems normal apart from the fact there is a windows cursor instead of the just cause one. But when I get into the game the mouse does not move the camera. I can only move the camera by getting in a vehicle and turning.

I have of course restarted the game, verified game cache, reset settings/deleted settings file.

This issue did not happen to begin with.

I am having the same issue and am currently looking for a solution other than completely reinstalling the game.

I found the solution. It's a glitch where the camera sensitivity randomly drops to zero. You just have to go to the camera sensitivity option and turn it up
