Fix Just Cause 3 Stuttering And Frame Drop
First of all your PC must meet at least min specs, listed on the JC3 page in the store. Now with that being said this is what I did to help the stuttering and frame drop issues. Just go to your game in your library, right click on it, then click properties, then click on Set Launch Options then type

/borderless/windowed

Then start your game. I had the exact same issues I'm running an i7-intel 3.5 Ghz 8GB RAM Nvidia GTX 1070 8GB VRAM O/S is Windows 10(home edition) This Eliminated most if not all stuttering and frame drops. Also I am playing everything on high specs in the game 4K aspect ratio. I had to play it like this in GTA V as well, with the borderless windowed, I don't think my PC is underpowered at all, so if you have lower specs, you should try this, and if you still got a bit of frame drop try adjusting the graphics settings. Also if you change graphics specs during gameplay it's a good idea to reboot, if not you may make things worse.

There is an option in the game itself to turn off "Fullscreen" but it does not work, stuttering still happens, and even the loading screen is laggy and choppy.

Hopefully this helps somebody out there, I know it did for me.

must be something wacky with the 1070 drivers for just cause 3 i have a 980ti and i7 4770k and it runs like grease lightning at 1440p ultra . But i did notice with the newer nvidia drivers i got some weird screen flickering so i roled back to older drivers. I also notcied it would crash on newer drivers also there was that whole ordeal with the latest nvidia drivers locking your gpu core clock at a lower clock speed. you might one to make sure that you disabled the dvr feature in the xbox app i heard that can cause sttuder

This game even had issues on the console(PS4), plagued with bugs, something the devs won't admit to.

You mean -Borderless or -Windowed.
